Na sołtysa czeka cała masa obowiązków. To on pobiera podatki, organizuje życie mieszkańców wsi – wydarzenia sportowe, kulturalne, integracyjne. Dba o dobre utrzymane dróg i oświetlenia. Rozstrzyga spory sąsiedzkie, służy radą i pomocą. Aby te wszystkie sprawy rozwiązywać, powinien być wyposażony w odpowiednie cechy, jak: odpowiedzialność, empatia, cierpliwość, kreatywność, zaangażowanie. Powinien być także dobrym organizatorem i nie bać się nowych wyzwań.

Agencja Restrukturyzacji i Modernizacji Rolnictwa przeprowadziła wywiady z sołtysami i sołtyskami z różnych regionów Polski.

Poniżej wywiad z Panem Grzegorzem Zalewskim, sołtysem wsi Giełczew w Lubelskiem, który został opublikowany w serwisie gov.pl.

ARiMR: Od ilu lat jest Pan sołtysem?

Grzegorz Zalewski: Sołtysem zostałem po wyborach samorządowych w 2006 roku, dokładnie w lutym 2007 roku. Miałem wtedy 28 lat. To już moja 4 kadencja. Początki nie były łatwe. Niektórzy twierdzili, że jestem za młody. Moje działania pokazały, że jestem w stanie zrobić więcej niż niejeden bardziej doświadczony życiowo człowiek.

 ARiMR:Co spowodowało, że zdecydował się Pan na pełnienie tej funkcji?

G.Z.: Nie planowałem kandydować w wyborach. Wcześniej angażowałem się w życie społeczne miejscowości, natomiast celem mojej pracy nie było pełnienie funkcji sołtysa. Moją kandydaturę zgłosiła podczas zebrania wiejskiego jedna z mieszkanek. Gdy wyraziłem zgodę, tak naprawdę nie brałem pod uwagę, że mogę zostać wybrany – tym bardziej, że mój poprzednik był sołtysem przez wiele lat. Start w kolejnych wyborach wynikał z chęci dokończenia rozpoczętych przedsięwzięć.

ARiMR: Co należy do Pana sołeckich obowiązków?

G.Z.: Sołtys nie ma jasno określonych obowiązków, tak jak to jest w przypadku pracownika, którego zadania wynikają z umowy. Moje wynikają z bieżących potrzeb mieszkańców, którzy zgłaszają się do mnie z różnymi sprawami. Jako lokalny lider sam jestem inicjatorem różnych działań.

ARiMR: Z jakimi sprawami konkretnie zgłaszają się do Pana mieszkańcy sołectwa?

G.Z.: Jako sołtys pośredniczę w kontaktach między mieszkańcami a lokalnymi instytucjami. Ludzie wiedzą, że jako doświadczony pracownik samorządowy zawsze podpowiem, jak rozwiązać ich urzędową sprawę. Poza tym zgłaszam odpowiednim służbom, gdy nie działa latarnia albo trzeba podciąć drzewa przy drodze. Do moich obowiązków należy też zbieranie podatku rolnego. Zdarzają się także sprawy prywatne – czasem skomplikowane. Kłopotliwe są zwłaszcza spory sąsiedzkie. Jako mediator staram się znaleźć kompromisowe rozwiązanie, ale bywa, że któraś ze stron jest niezadowolona i ma do mnie pretensję.

ARiMR: Z czego Pan czerpie jako sołtys największą satysfakcję?

G.Z.: Największa satysfakcja pochodzi z faktu, że udało się zrobić coś ważnego: mamy we wsi oświetlenie, nową drogę, miejsce do spotykania się. Cieszę się ogromnie, że mieszkańcy wsi chcą działać. Stworzyliśmy dobrze działającą wspólnotę, co zauważają też inni.

ARiMR: Co uważa Pan za swój sukces?

G.Z.: Największym sukcesem jest to, że mieszkańcy wsi mi zaufali i głosują na mnie w kolejnych wyborach. Gdy zaczynałem sołtysowanie, potrzeb było dużo. Wspólnie określiliśmy najważniejsze cele i udało się zrobić wszystko – a nawet więcej.  A tak konkretnie, to cieszę się z oświetlenia ulicznego, dzięki któremu wieczorami jest bezpieczniej. W ostatnim czasie udało się wyremontować 2,5 km drogi i świetlicę OSP. Ze strażakami organizujemy piknik, na co pozyskujemy środki z gminy i od sponsorów. Nasze prężnie działające Koło Gospodyń i Gospodarzy Wiejskich „Giełczew” odniosło kilka sukcesów w konkursach kulinarnych, a jedną ze zdobytych nagród była wizyta w Parlamencie Europejskim.

ARiMR: Jakie skutki przekazywania przez Agencję Restrukturyzacji i Modernizacji Rolnictwa pomocy finansowej dostrzega Pan w najbliższym otoczeniu?

G.Z.: To, że gospodarstwa rozwijają się dzięki wsparciu finansowemu, jest oczywiste. Natomiast w ostatnich latach coraz powszechniej mieszkańcy wsi i obszarów wiejskich pozyskują pieniądze na rozpoczęcie działalności pozarolniczej. Wielu moich znajomych skorzystało i korzysta ze środków ARiMR. Od kilku lat wspieram Koło Gospodyń i Gospodarzy Wiejskich Krzczonów,,Sołtysy”, które liczy ponad 80 członków i bardzo prężnie działa. Za pieniądze, które przekazała Agencja, koło kupiło stroje ludowe, w których występuje podczas różnego rodzaju wydarzeń. Pochwalę się również, że jako pierwsi w województwie organizowaliśmy festyn w ramach programu #SzczepimySię z KGW.

ARiMR: Czego Pan życzyłby sobie jako sołtysowi?

G.Z.: Więcej osób, które szanują i doceniają pracę społeczników, nie tylko sołtysów. Jest wiele osób, które poświecą się społecznie – często kosztem własnej rodziny, swojego prywatnego czasu. Niestety zdarza się, że choć otrzymujemy symboliczne wynagrodzenie, spotykamy się z krytyką.

Na sołtysa czeka cała masa obowiązków. To on pobiera podatki, organizuje życie mieszkańców wsi – wydarzenia sportowe, kulturalne, integracyjne. Dba o dobre utrzymane dróg i oświetlenia. Rozstrzyga spory sąsiedzkie, służy radą i pomocą. Aby te wszystkie sprawy rozwiązywać, powinien być wyposażony w odpowiednie cechy, jak: odpowiedzialność, empatia, cierpliwość, kreatywność, zaangażowanie. Powinien być także dobrym organizatorem i nie bać się nowych wyzwań.

Agencja Restrukturyzacji i Modernizacji Rolnictwa przeprowadziła wywiady z sołtysami i sołtyskami z różnych regionów Polski.

Poniżej wywiad z Panem Grzegorzem Zalewskim, sołtysem wsi Giełczew w Lubelskiem, który został opublikowany w serwisie gov.pl.

ARiMR: Od ilu lat jest Pan sołtysem?

Grzegorz Zalewski: Sołtysem zostałem po wyborach samorządowych w 2006 roku, dokładnie w lutym 2007 roku. Miałem wtedy 28 lat. To już moja 4 kadencja. Początki nie były łatwe. Niektórzy twierdzili, że jestem za młody. Moje działania pokazały, że jestem w stanie zrobić więcej niż niejeden bardziej doświadczony życiowo człowiek.

 ARiMR:Co spowodowało, że zdecydował się Pan na pełnienie tej funkcji?

G.Z.: Nie planowałem kandydować w wyborach. Wcześniej angażowałem się w życie społeczne miejscowości, natomiast celem mojej pracy nie było pełnienie funkcji sołtysa. Moją kandydaturę zgłosiła podczas zebrania wiejskiego jedna z mieszkanek. Gdy wyraziłem zgodę, tak naprawdę nie brałem pod uwagę, że mogę zostać wybrany – tym bardziej, że mój poprzednik był sołtysem przez wiele lat. Start w kolejnych wyborach wynikał z chęci dokończenia rozpoczętych przedsięwzięć.

ARiMR: Co należy do Pana sołeckich obowiązków?

G.Z.: Sołtys nie ma jasno określonych obowiązków, tak jak to jest w przypadku pracownika, którego zadania wynikają z umowy. Moje wynikają z bieżących potrzeb mieszkańców, którzy zgłaszają się do mnie z różnymi sprawami. Jako lokalny lider sam jestem inicjatorem różnych działań.

ARiMR: Z jakimi sprawami konkretnie zgłaszają się do Pana mieszkańcy sołectwa?

G.Z.: Jako sołtys pośredniczę w kontaktach między mieszkańcami a lokalnymi instytucjami. Ludzie wiedzą, że jako doświadczony pracownik samorządowy zawsze podpowiem, jak rozwiązać ich urzędową sprawę. Poza tym zgłaszam odpowiednim służbom, gdy nie działa latarnia albo trzeba podciąć drzewa przy drodze. Do moich obowiązków należy też zbieranie podatku rolnego. Zdarzają się także sprawy prywatne – czasem skomplikowane. Kłopotliwe są zwłaszcza spory sąsiedzkie. Jako mediator staram się znaleźć kompromisowe rozwiązanie, ale bywa, że któraś ze stron jest niezadowolona i ma do mnie pretensję.

ARiMR: Z czego Pan czerpie jako sołtys największą satysfakcję?

G.Z.: Największa satysfakcja pochodzi z faktu, że udało się zrobić coś ważnego: mamy we wsi oświetlenie, nową drogę, miejsce do spotykania się. Cieszę się ogromnie, że mieszkańcy wsi chcą działać. Stworzyliśmy dobrze działającą wspólnotę, co zauważają też inni.

ARiMR: Co uważa Pan za swój sukces?

G.Z.: Największym sukcesem jest to, że mieszkańcy wsi mi zaufali i głosują na mnie w kolejnych wyborach. Gdy zaczynałem sołtysowanie, potrzeb było dużo. Wspólnie określiliśmy najważniejsze cele i udało się zrobić wszystko – a nawet więcej.  A tak konkretnie, to cieszę się z oświetlenia ulicznego, dzięki któremu wieczorami jest bezpieczniej. W ostatnim czasie udało się wyremontować 2,5 km drogi i świetlicę OSP. Ze strażakami organizujemy piknik, na co pozyskujemy środki z gminy i od sponsorów. Nasze prężnie działające Koło Gospodyń i Gospodarzy Wiejskich „Giełczew” odniosło kilka sukcesów w konkursach kulinarnych, a jedną ze zdobytych nagród była wizyta w Parlamencie Europejskim.

ARiMR: Jakie skutki przekazywania przez Agencję Restrukturyzacji i Modernizacji Rolnictwa pomocy finansowej dostrzega Pan w najbliższym otoczeniu?

G.Z.: To, że gospodarstwa rozwijają się dzięki wsparciu finansowemu, jest oczywiste. Natomiast w ostatnich latach coraz powszechniej mieszkańcy wsi i obszarów wiejskich pozyskują pieniądze na rozpoczęcie działalności pozarolniczej. Wielu moich znajomych skorzystało i korzysta ze środków ARiMR. Od kilku lat wspieram Koło Gospodyń i Gospodarzy Wiejskich Krzczonów,,Sołtysy”, które liczy ponad 80 członków i bardzo prężnie działa. Za pieniądze, które przekazała Agencja, koło kupiło stroje ludowe, w których występuje podczas różnego rodzaju wydarzeń. Pochwalę się również, że jako pierwsi w województwie organizowaliśmy festyn w ramach programu #SzczepimySię z KGW.

ARiMR: Czego Pan życzyłby sobie jako sołtysowi?

G.Z.: Więcej osób, które szanują i doceniają pracę społeczników, nie tylko sołtysów. Jest wiele osób, które poświecą się społecznie – często kosztem własnej rodziny, swojego prywatnego czasu. Niestety zdarza się, że choć otrzymujemy symboliczne wynagrodzenie, spotykamy się z krytyką.
